NEW WINDSOR, N.Y. (November 14, 2012) — The Hudson Valley Economic Development Corporation (HVEDC) today announced that Charles A. Degliomini, an executive with Empire Resorts, Inc., has joined HVEDC’s Board of Directors.
Mr. Degliomini, who serves as Executive Vice President of Government Affairs and Corporate Communications for the NASDAQ-traded Empire Resorts, is a respected leader in racing, casino and gaming policy in New York State. Empire Resorts is a gaming and entertainment company that currently owns and operates the Monticello Casino & Raceway, which features more than 1,000 slot machines and electronic gaming tables, in addition to live entertainment and dining. The casino and raceway also have live harness horse racing and simulcasts of races from across the country and internationally.
Mr. Degliomini’s experience spans both the private and public sectors. He is Empire Resorts’ representative to the New York Gaming Association (“NYGA”), where he serves as a Director. NYGA is an organization that advocates for, and advances the interests of, the state’s nine racetrack casinos, located at harness and thoroughbred racing venues in all four corners of New York. NYGA works in partnership with state government on long-term strategies to create jobs; financially bolster education, agriculture, horse racing and breeding; and maximize economic revenues to the state that will benefit all New Yorkers. Mr. Degliomini was President and a founder of Atlantic Communications, a New York-based corporate and government affairs management company, and has served as Senior Vice President of Sales and Marketing of eLottery, Inc., which broke new ground in selling and marketing governmental lottery tickets on the Internet. He has worked with the U.S. General Services Administration (GSA) as Chief of Staff to the Regional Administrator. Mr. Degliomini was also a U.S. Senate legislative staff member and was the New York State Communications Director for the Reagan-Bush campaign in 1984.
Empire Resorts and Entertainment Properties Trust, which recently changed its name to EPR Properties, have presented a comprehensive master development plan for 1,500 acres at the site of the former Concord Resort. The proposed master plan represents a new way of thinking about resort development in the Catskills. The plan envisions a multi-faceted destination resort, which will become a catalyst for investment in the region. A place to find adventure or relaxation, it will offer family-centered attractions and amenities surrounded by the natural beauty of the Catskills. Empire Resorts is expected to own and operate a casino, hotel and harness racetrack at the site. The new destination resort is anticipated to also include specialty lodging and a championship golf experience, coupled with retail, dining, entertainment and recreational uses, along with new residential communities.
“I am very pleased to join the Hudson Valley Economic Development Corp. and contribute to this organization’s mission to promote the wide range of businesses that call our region home,” said Mr. Degliomini. “This group brings together many of the most successful executives, business owners and entrepreneurs in the Hudson Valley, all working together to create a strong economy for the people who live and work here. I look forward to working with HVEDC in the years to come.”
“We are very happy to welcome Mr. Degliomini to HVEDC and look forward to leveraging his experience in issues related to tourism and gaming,” said Mike Oates, President and CEO of HVEDC. “The partnership that Empire Resorts has developed with EPT is enabling the Concord project to move forward, which will be a major boost to our regional economy. This is just another example of the great things happening with companies located across the Hudson Valley.”
